Yeah, that’s a tough one. Does the outcome change at all if you close WMC before powering off the AVR+TV? How about if you turn on the TV before the AVR? It’s possible that there’s something wonky in the timing.
If it doesn’t, I think it’s probably an problem that you’ll have to use an HDMI detective for.
