That usually happens when the news is submitted in a particular way. One of two things usually cause this:
1. You haven't logged out and back in recently.
2. You didn't submit the news via the button at the top of the column on the right-hand side of the main page*.
* ...which doesn't show up if you haven't logged out and back in recently. I don't know why this happens, but it's a known issue. I also temporarily lose my mod access if I don't log out and back in every so often.
